About PegaPDF

Updated on October 25, 2026

PegaPDF is a free site with PDF tools. There’s no sign-up, no watermark on your document, and your files are never uploaded to any server: everything happens in your phone’s or computer’s browser.

What you can do

  • Merge PDF: combine several PDFs into one, in the order you want.
  • Split PDF: extract the pages you need or save one page per file.
  • Compress PDF: make the file lighter, with the size before and after.
  • JPG to PDF: photos and screenshots in one PDF, on A4 pages or the photo’s own shape.
  • PDF to JPG: every page becomes an image.
  • Organize PDF: rotate, delete and reorder pages.

Your file never leaves your device

The tools run in your browser. When you pick a PDF or a photo, it’s opened in your device’s memory, and the result is created right there. Nothing is sent to our server, nothing is stored, and closing the page clears everything.

The exception is the Word to PDF, Excel to PDF and PowerPoint to PDF pages: turning an Office document into a PDF takes a full office suite, which doesn’t fit in a browser. There, the document goes to our server, in Brazil, becomes a PDF and is deleted right away, without being stored or opened by anyone (privacy policy).

We built it this way on purpose: bank documents, contracts, bills, IDs and medical results shouldn’t have to go through anyone’s server just to be merged or shrunk. It’s also what keeps the site fast and cheap to run.

Your browser downloads the tool code from our site (the open-source pdf-lib and PDF.js libraries), and that code does the work. That’s why opening a tool for the first time needs an internet connection.

Who runs it

The site is run by Isabele Morais, an individual based in Brazil, who is responsible for the service, for the little data handled here and for removal requests.

PegaPDF is independent. It is not affiliated with, sponsored or endorsed by Adobe. Adobe and Acrobat are registered trademarks of Adobe Inc. PDF is an open format, standardized as ISO 32000.

How the site pays for itself

With Google AdSense ads. They pay for the server and the domain. You pay nothing, and we don’t sell user data.

Rules we follow with ads:

  • no ads inside the tool card or the file picker area;
  • no ads on the progress screen or the result;
  • no countdowns, pop-ups, pop-unders or requests to turn on notifications;
  • no download button is an ad. If something looks like a fake button, let us know.

What we don’t do

  • We don’t break PDF passwords. A protected PDF won’t open here, and the guide PDF won’t open or is password protected explains what to do when the document is yours.
  • We don’t ask for a login or personal details to use the tools.
  • We don’t keep or read your files. They never reach us.

Limits and known issues

Phones with little memory. Since everything happens on your device, each tool has size and page limits: 50 MB per PDF, up to 20 PDFs (100 MB in total) when merging, 500 pages to merge, split and compress in light mode, 200 to organize, and 100 for PDF to JPG and strong compression. Photos: up to 50, 20 MB each.

Compressing doesn’t always help. A PDF that’s already light won’t get smaller. In that case, you get the original, unchanged.

Strong compression turns text into an image. The file gets much smaller, but the text can’t be selected anymore. The screen warns you first.

Digital signatures don’t survive changes. Any tool that changes the PDF breaks a certificate-based digital signature.

HEIC opens only in Safari. iPhone photos in HEIC open in Safari; in other browsers, the screen tells you.
